SWMS for electricians
Work on or near energised electrical installations or services is high risk construction work under regulation 291 of the Work Health and Safety Regulation 2011 (Qld). That means a SWMS (Safe Work Method Statement) before you start, every time. On top of that, Queensland sparkies answer to a second set of laws, the Electrical Safety Act 2002 (Qld) and the Electrical Safety Regulation 2013 (Qld), which say live work is banned unless you fit one of a short list of exceptions. Your SWMS needs to cover both.
Two sets of rules, one document
Most trades only have to worry about the WHS Act. Electricians get the WHS Act plus the Electrical Safety Act 2002 (Qld), and an inspector will check you against both.
The WHS side says: high-risk construction work needs a SWMS that identifies the work, states the hazards, describes the controls and says how they'll be implemented, monitored and reviewed. The electrical safety side says how you must actually do the work: de-energise first, test, and only work live in prescribed circumstances. A good SWMS for a sparky writes those electrical safety controls into the WHS format.
Live work is banned, with exceptions
In Queensland, electrical work on or near energised equipment is generally prohibited. The default is to de-energise before you start. WorkSafe Queensland lists the only circumstances where live work is allowed:
- it's necessary in the interests of health and safety (for example, life-support or safety equipment that can't be shut down)
- the equipment has to stay energised for the work to be done properly
- the work is testing to find out whether the equipment is energised
- there's no reasonable alternative way to do the work.
"The client didn't want the power off" is not on that list. Neither is "it's quicker". If you can't point to one of those four, isolate.
Isolation and test before you touch
This is the heart of every electrical SWMS I've ever accepted on a site. The steps are simple and they get skipped because they're simple.
- Identify the circuit and the isolation point. Don't guess from a switchboard label some bloke wrote in 1998.
- Isolate. Lock it out with your own lock and tag. If more than one worker is on the circuit, every one of them locks.
- Test your tester on a known live source.
- Test the circuit dead. Every conductor, including neutral.
- Test your tester again.
- Only then touch it.
Put those six steps in the SWMS in that order. That's the procedure for the apprentice and the evidence for the inspector.
If live work is genuinely justified
WorkSafe Queensland sets out what the PCBU (Person Conducting a Business or Undertaking) must have in place before live work starts. Your SWMS should show every one of these:
- a competent person has tested to confirm whether the equipment is energised
- the work area is clear of obstructions so the worker can move freely
- controls to prevent inadvertent contact with exposed energised parts
- unauthorised people kept out of the area
- the point of disconnection is marked, unobstructed and can be operated quickly
- consultation with workers has happened
- a documented risk assessment has been done
- a SWMS is implemented
- appropriate PPE (Personal Protective Equipment), insulated tools and test equipment, used by competent people
- a safety observer is present, unless the work is testing only and the risk is low.
The safety observer is the one that gets argued about on small jobs. It's in the rules. If you can't justify a second person, you can't justify the live work.
Working "near" energised services
Since 1 January 2025, the Electrical Safety Regulation 2013 (Qld) treats work within 3 m of an exposed energised part as work "near" energised equipment. That pulls in a lot of jobs that used to be treated as routine: working beside an open board, running cable past exposed busbars, plant and ladders near overhead lines.
Your SWMS should show the distance, how the exposed part will be covered or barricaded, and who is responsible for checking before work starts. If other trades are working near your exposed equipment, tell the principal contractor. Under the WHS Act you owe a duty to them as well.
What else goes in an electrician's SWMS
Most electrical jobs on a building site also involve other high-risk activities, and the SWMS has to cover those too:
- Falls over 2 m: roof cavity work, ladders, elevated work platforms for lighting and cable trays.
- Asbestos: old switchboards, meter panels and fibro walls in pre-1990 houses. If you might disturb it, that's high risk work in its own right.
- Confined spaces: under-floor and ceiling spaces can qualify.
- Mobile plant: working in areas where excavators or telehandlers are moving.
Write each one in. Name the controls. Get the crew to sign it before the day starts, keep it on site until the job's done, and revise it if the job changes.
What it costs to get wrong
No SWMS for high-risk work is a breach of regulation 299, up to 60 penalty units or $6,000. That's the least of it. Electrical incidents tend to be serious or fatal, and that puts you in Category 1 or Category 2 territory under the WHS Act 2011 (Qld): up to $3 million for a company and five years' jail for an individual on Category 1, up to $1.5 million and $300,000 on Category 2. Industrial manslaughter carries up to 20 years' jail and $10 million. Since 2024, Category 1 covers negligence as well as recklessness. The bar is lower than it was.
